The Internet may be a "wicked little liar," to use Russell Brand's words, a great deal of the time. But apparently not in this sad case. He's divorcing Katy Perry.

Just 24 hours after Russell was spotted sans wedding ring in London, with Katy 7,000 miles away with friends in Hawaii, the actor filed the papers this afternoon.

Brand personally confirmed the news, saying in a statement: "Sadly, Katy and I are ending our marriage I'll always adore her and I know we'll remain friends."

Brand cited "irreconcilable differences" as the reason for the split in the official divorce documents, filed in Los Angeles Friday. The couple married October 23, 2010.

The documents list "community property assets," which may indicate a lack of prenup, or one that does not account for all their earnings and other assets.

The news is surprising and yet not, given recent reports that the couple had been having problems and spending time apart, possibly following a massive fight.

He does not list a date the couple separated, but TMZ reports that Russell Brand may have blindsided Katy Perry by filing the divorce petition. Stay tuned.

Israeli police arrest 6 suspects in settler riot (AP)

JERUSALEM ? Israeli police say they have arrested six Jewish extremists wanted for their role in a riot at a military base earlier this month.

Police spokesman Micky Rosenfeld says police made the arrests overnight in several West Bank settlements and in Jerusalem. He said on Thursday those arrested are five adults and a minor.

Several dozen settlers and supporters entered the West Bank base on Dec. 13, attacked soldiers and vandalized military property. The riot appeared to be linked to rumors that the military was about to evacuate an unauthorized settlement outpost.

The attack was condemned by Israel's Prime Minister Benjamin Netanyahu, who said he had ordered police to take action against extremists among Israeli settlers in the West Bank.

Women's lung cancer risk not tied to childbirths (Reuters)

NEW YORK (Reuters Health) ? A woman's lung cancer risk doesn't appear to be linked to the number of children she has, although some scientists had thought hormonal changes during pregnancy might protect against the disease.

That's according to a new report that sums up 16 previous studies on the topic, which researchers have explored to get a better understanding of lung cancer and possible treatments.

If lung cancer in women were tied to hormones the same way some breast cancers are, for instance, similar drugs might be effective against both diseases, said Jessica K. Paulus, who worked on the analysis.

So far, however, studies haven't agreed on whether or not pregnancies -- and by extension hormones -- play a role in lung cancer.

That was also clear from the new work, said Paulus, of Tufts University in Medford, Massachusetts.

"If you look at the component studies, they are all over the map," she told Reuters Health, adding that she and her colleagues had hoped to be able to explain that variation.

"We came up relatively empty-handed," Paulus said. "It makes it difficult to interpret our findings."

Lung cancer is the leading cause of cancer deaths in the U.S., according to the American Cancer Society.

The disease is rare in younger adults, but becomes more common as people grow old. Overall, the risk of getting lung cancer is about one in 13 for men and one in 16 for women. But these overall numbers include smokers, whose risk is many times higher than that of non-smokers.

"Both active smoking and exposure to second-hand smoking are some of the strongest risk factors for lung cancer," said Paulus. "Quitting smoking and quitting soon is associated with reducing your risk of lung cancer."

Despite the new findings, Paulus added that a link between childbirths and lung cancer still can't be ruled out. She said she hopes a more in-depth analysis of the existing evidence -- including detailed data on each woman -- might help close the issue.

Facebook agrees to changes for those in Europe

BERLIN?? Facebook has agreed to make several changes to its services to improve transparency and better protect the personal data of its millions of users outside of the U.S., following an in-depth audit of its international headquarters that was released Wednesday.

The social media company, based in Palo Alto, California, agreed to changes including asking European users if they wanted to partake in its Facial Recognition, reworking its policies of retaining and deleting private data, and reducing the amount of information collected about people who are not logged into Facebook, the company said in response to the report of the Irish Data Protection Commissioner.

Facebook's international headquarters are based in Dublin, Ireland, a member of the European Union. This means the company is required to comply with European data privacy laws, which are more stringent than those that apply in the United States, particularly regarding how long data can be retained.

"Facebook has committed to either implement, or to consider, other 'best practice' improvements recommended by the data protection commissioner," the company said following the announcement of the report. "Meeting these commitments will require intense work over the next six months."

The company has agreed to present its results in a follow-up to the report in July.

Facebook has been scrutinized for its privacy practices in the U.S., too. In November, the company agreed to submit to government audits of its privacy practices every other year for the next two decades as part of a settlement with the Federal Trade Commission. The FTC's complaint had alleged that the company exposed details about users' lives without getting their consent, as legally required.

It is standard for Ireland's data protection commissioner to audit any high-tech companies in the country to ensure that their practices are in keeping with the European law, and make recommendations to help them to meet those standards, should they fall short.

"It is not the object of the audit, to decide whether there is a breach of law," Billy Hawkes, the data protection commissioner, told reporters. "It is to help an organization achieve full compliance with law, put their compliance into best practice.

Facebook has repeatedly come under fire in Europe for a raft of complaints ranging from accusations that it sells personal data to advertisers ? a charge that the Irish authority said its findings did not uphold ? its Friend Finder application and "archiving" of data that users have deleted.

This is especially the case in German-speaking nations, where laws protecting individual privacy and the use of personal information are even more far-reaching than those covering the European Union, where Facebook has run up against several complaints from local data protection authorities.

A group of Austrian students calling themselves Europe vs. Facebook also took up the crusade, filing a series of 22 complaints directly with the Irish authorities in what they said was an attempt to force Facebook to follow the rule of the law.

"We are thrilled," said Max Schrems, 24, who speaks for the group. "It is far more than what has previously been achieved in Europe. There are a lot of things that they have to change, far more than what they have had to change before."

Prawns bring new life to flooded Bangladesh fields (Reuters)

PUTIA VILLAGE, Bangladesh (AlertNet) ? For six months of the year, Bangladeshi rice farmer Raj Mia and his wife suffered as the annual monsoon rains flooded their fields, leaving them unable to feed their five children.

"For months, we had to find some other way to make money, like manual labor or breeding cheap fish like tilapia," said Raj, 48, standing by his submerged farm in the mud-and-thatch village of Putia, 60 km east of Bangladeshi capital, Dhaka.

"It was a struggle as we didn't earn much."

Raj, like millions, lives on the flood plains of Bangladesh, a region increasingly battered by climate change-produced cyclones and rains which inundate swathes of farmland, perpetuating poverty for millions.

But now, Raj has new hope from an unlikely source: prawns.

Last year, he and other farmers in the Comilla district began breeding the crustaceans, along with the usual fish, in their flooded fields, boosting their incomes almost six-fold and learning business skills to help them sell in markets.

"We earned 80,000 taka ($1,038) this year," says Fatuma Begum, Raj's wife. "It's changed our lives ... we have been able to send our children to school."

An initiative introduced by the Center for Community Development Assistance (CCDA), a microfinance charity, has spread across the district. Some 250 families now live off freshwater prawn culture half the year, and cultivate rice when the water levels recede on the same land for the other half.

"By providing people with small loans and necessary training, our project introduces high value fish like prawns to local farmers and helps them use their land more effectively," said CCDA Executive Director M.A. Samad, adding that the pilot scheme is now being replicated by authorities in other flood-prone areas.

"This will develop business entrepreneurs, improve livelihoods and help lift many of these flood-hit communities out of poverty."

FLOOD DEVASTATION

Bangladesh is one of the most flood-prone countries in the world. It is the drainage basin for rivers that start in the snowy Himalayan mountains of India, Tibet, Nepal and Bhutan, including the massive Ganges and Brahmaputra, and criss-crossed by some 250 other rivers.

A few, such as the Meghna, swell to up to 8 km (5 miles) wide during the monsoon season, from June to September.

As a result, most of Bangladesh is a flood plain -- good arable land often at high risk of being submerged.

With 70 percent of the nation's 160 million people dependent on the land, and climate change threatening more extreme weather, it faces an upward struggle to improve food security.

Experts say microfinance, such as the prawn farming scheme funded by the United Nations' International Fund for Agricultural Development (IFAD), may be a key source of help.

"Smallholder farmers are the backbone of the rural economy -- but they are bearing the brunt of climate change... The current speed and intensity of climate change are outpacing their capacity to adapt," said Thomas Rath, IFAD's Bangladesh program manager.

Rath said access to financial services in rural areas allows the poor to manage household cash flows, start new agricultural activities and set up small businesses, resulting in higher earnings and reducing the impact of climate change.

Projects like the one in Comilla bring microfinance to life.

Fishermen cast vast nets from rickety wooden boats in the middle of the lake-like flooded fields surrounding dusty village roads, pulling in a plentiful catch of prawns and other fish. The prawns fetch around 1,500 taka ($19) per kg and are sold domestically.

Villagers point to the visible improvement in their lives which they attribute to the prawn farming, such as the construction of toilets and more children in school.

But the loans, around 50,000 taka ($650) to start such businesses, are not cheap. They carry an interest rate of 26 percent -- up to three times higher than a personal loan from banks, and prompting criticism from social activists.

Lenders like the CCDA argue that high interest rates are justified, citing the costs of making and collecting door-to-door payments in remote rural areas on millions of tiny loans. It is still the best option for rural poor, they add.

Borrowers acknowledge the high rates, but also know their lives are better.

"Now I work too and sell the prawns in the market," said Fatuma, gazing out onto her flooded fields. "We've managed to build a better house as a result of the money we've earned."

US volunteers in North Korea to build homes (AP)

PYONGYANG, North Korea ? A group of Americans is in North Korea to kick off a project to build 50 homes for families working at a tree farm outside Pyongyang.

Six volunteers affiliated with the Fuller Center for Housing arrived Tuesday. Their trip comes at a time of improving relations between the U.S. and North Korea.

The 50-unit project will house the families of workers at a tree nursery in Osan-ri.

Participants with the nonprofit Fuller Center say they'll be working side by side with North Koreans to build the homes.

They're aiming to finish three homes this week, and other volunteers are expected to arrive in coming months to help complete the project.

In Americus, Georgia, Fuller Center President David Snell called the project a "true mission of peace."

The United States and North Korea fought on opposite sides of the Korean War and do not have diplomatic relations. Diplomats from the two countries recently held talks about resuming six-nation nuclear disarmament talks.

Samsung Galaxy Nexus for Verizon LTE hands-on (video)

New Yorkers got a sneak peek at the Verizon LTE flavor of the Galaxy Nexus at the Samsung Experience in Columbus Circle today, and we dropped by to spend a few minutes with the Ice Cream Sandwich handset in the Manhattan showroom. Samsung had just four pre-production Nexus models on hand, which were running Android 4.0.1 -- not the final 4.1 version we're expecting to see shortly, with a baseband update in tow. None of the samples included SIM cards, so we were only able to test them using the built-in WiFi module. A security alarm sounded when we attempted to remove the back cover to install a SIM, though the battery was also superglued in place, further inhibiting our access.

We did take the unit for a speed test spin using our Verizon LTE MiFi, and achieved download speeds ranging from 5000-7000kbps and upload speeds of 300-2000kbps when connected to LTE over WiFi. These results don't represent what you'll see with the built-in module, but considering there was no way to get these running on the Verizon network, connectivity was limited to the MiFi and in-house WiFi. Still, this is your best shot at getting your hands on a device ahead of Verizon's official launch, so if you happen to be anywhere near NYC, head on down to the Samsung Experience to get your Nexus fix. Or hop past the break for our hands-on video.

Ginger White?s allegation of a 13-year affair appears to have buried whatever chance of victory Mr. Cain had. Fairly or not, his candidacy has become what you might call zombie-like. He?s still moving forward, but there?s not much vitality left in his campaign.

His numbers now are brutal. At time of writing, Intrade, the presidential predictions market, listed Cain?s chance of winning the GOP nod as 0.6 percent. To put that in context, Ron Paul had a 5.3 percent chance ? a figure nine times larger than that of the ex-Godfather's Pizza CEO.

Look at the latest state polls: in Florida, a former Cain stronghold, he?s now down to around 19 percent, according to RealClearPolitics? rolling average. That?s a drop of five percentage points this week. He?s gone from 19 to 15 percent in Iowa in a matter of days. He?s at 7 percent in New Hampshire, representing another five point plunge. He?s lost six points in South Carolina, down to about 17 percent.

In terms of position, he?s third or fourth in all these states, and fading fast. Many polls were wrapped up in the middle of the week, and probably don?t yet reflect his full loss of support. Is that Michele Bachmann Cain sees approaching in his rear-view mirror?

Here?s what conservative Fox News pundit Bill O?Reilly had to say about Cain last night: ?It appears that Herman Cain will not secure the Republican nomination for President. In order to beat his competition Cain could not afford to make any missteps, but obviously he had them?... I think Cain is a good man and I hope the rest of his life is peaceful."

Over the last day or so, Cain has sounded like someone gradually coming to grips with the depth of at least his electoral problems. He?s said he?s still reassessing and won?t make a full decision until he sees his wife Friday. Apparently he has not met her in person since Ginger White?s allegations became public.

It?s possible he?ll plow ahead ? he?s been nothing if not unpredictable. But by placing such importance on his family meeting, he?s laying the foundation for saying he?s pulling out because the whole thing is just too big a strain on his spouse.

?It?s not hard to imagine Cain coming out soon after that meeting to say he is stepping aside, not because the allegations against him are true, but because the media (always a convenient scapegoat) has made life miserable for his wife by propagating falsehoods,? wrote Washington Post political analyst Chris Cillizza today on his blog The Fix.

Such an approach might allow Cain to preserve his viability as a talk show host or news commentator, noted Mr. Cillizza. He?d also avoid having to answer continued press questions about the allegations of Ms. White and the women who accused him of sexual harassment in the past.

Inspector highlights psych drug use among elderly

WASHINGTON (AP) ? Government inspectors told lawmakers Wednesday that Medicare officials needs to do more to stop doctors from prescribing powerful psychiatric drugs to nursing home patients with dementia, an unapproved practice that has flourished despite repeated government warnings.

So-called antipsychotic drugs are designed to help control hallucinations, delusions and other abnormal behavior in people suffering from schizophrenia and bipolar disorder, but they're also given to hundreds of thousands of elderly nursing home patients in the U.S. to pacify aggressive behavior related to dementia. Drugs like AstraZeneca's Seroquel and Eli Lilly's Zyprexa are known for their sedative effect, often putting patients to sleep.

But the drugs can also increase the risk of death in seniors, prompting the Food and Drug Administration to issue multiple warnings against prescribing the drugs for dementia. Antipsychotics raise blood sugar and cholesterol, often resulting in weight gain.

An inspector for the U.S. Department of Health and Human Services told the Senate Committee on Aging that the federal government's Medicare program should begin penalizing nursing homes that inappropriately prescribe antipsychotics, according to written testimony obtained by the Associated Press.

The Centers for Medicare and Medicaid Services provides health coverage to nearly 80 million senior, poor or disabled Americans.

HHS Inspector General Daniel Levinson proposed that Medicare force nursing homes to pay for drugs that are prescribed inappropriately, and potentially bar nursing homes that don't use antipsychotics appropriately from Medicare.

A report by Levinson's office issued in May found that 83 percent of Medicare claims for antipsychotics were for residents with dementia, the condition specifically warned against in the drugs' labeling. Fourteen percent of all nursing home residents, nearly 305,000 patients, were prescribed antipsychotics. The HHS Inspector General's office Medicare claims during a 2007 six month period.

Doctors are permitted to prescribe drugs for off-label uses, though it is illegal for drug companies to promote uses that haven't been cleared by the FDA. In recent years several pharmaceutical companies have paid huge fines to the Department of Justice in cases involving off-label marketing of antipsychotics.

In January 2009, Eli Lilly & Co. Inc. agreed to plead guilty and pay $1.4 billion for illegal promotion of Zyprexa, including marketing to nursing home doctors. The company told its sales representatives to use the slogan "5 at 5," to persuade doctors that giving 5 milligrams of the drug at 5 p.m. would make dementia patients sleep through the night.

AstraZeneca PLC has paid nearly $600 million in two separate settlements with federal and state prosecutors over alleged off-label promotion of its drug Seroquel.

GOP bill would force action on Canada oil pipeline (AP)

WASHINGTON ? Angered by President Barack Obama's delay of a proposed oil pipeline from Canada, Senate Republicans are moving to force him to act.

A bill introduced Wednesday by 37 GOP senators, including Senate Minority Leader Mitch McConnell, would require the administration to approve the Keystone XL pipeline within 60 days, unless the president declares the project is not in the national interest.

The State Department decided on Nov. 10 to delay the project until 2013, after the presidential election, to allow the project's developer to figure out a way around Nebraska's Sandhills, an ecologically sensitive region that supplies water to eight nearby states.

McConnell, R-Ky., called the $7 billion pipeline the ultimate "shovel-ready" project and said it could create as many as 20,000 jobs.

He and other Republicans called Obama's decision to delay the project transparently political and said Obama had put his reelection above job creation.

"This is politics, pure and simple," said Sen. Lisa Murkowski, R-Alaska.

The GOP bill has little chance of approval in the Democratic-controlled Senate. But the measure illustrates Republicans' frustration over the pipeline delay and their belief that Obama is vulnerable on the jobs issue.

House Republicans are expected to highlight the jobs issue again on Friday, during a hearing before the Energy and Commerce Committee on the pipeline project. Several labor union leaders are among those scheduled to testify.

The pipeline project has divided labor groups eager for the jobs it would create from environmentalists and other traditional Democratic allies who oppose the pipeline as an ecological disaster waiting to happen.

The 1,700-mile pipeline proposed by Calgary-based TransCanada would carry as much as 700,000 barrels of oil a day from tar sands in Alberta, Canada, to refineries in Texas, passing through Montana, South Dakota, Kansas, Nebraska and Oklahoma.

Supporters say it could significantly reduce U.S. dependence on Middle Eastern oil while providing thousands of jobs. Opponents say the pipeline would bring "dirty oil" that requires huge amounts of energy to extract. They also worry about possible spills, noting that a current pipeline operated by TransCanada has had several spills in the past year.

The Senate bill's chief sponsor, Richard Lugar of Indiana, said Keystone XL presented a dramatic opportunity to boost U.S. national security and North American energy production by providing oil from the nation's closest ally and largest trading partner, Canada.

"President Obama has the opportunity to help create 20,000 jobs now. Incredibly he has delayed a decision... apparently in fear of offending a part of his political base," Lugar said.

White House spokesman Josh Earnest called that criticism off-base.

"I recognize that there are people in Washington, D.C., who want to apply a political label to every single thing that the president or other members of this administration do, but at the end of the day this is a decision that falls cleanly in line with the priorities that the president laid out" in a recent interview, Earnest said.

Obama told a Nebraska TV station that he needed to balance job creation and energy security with public health and the safety of communities along the pipeline route.

The bill's supporters include Sen. Mike Johanns, R-Neb., who had opposed an earlier plan that would have routed the pipeline through the Nebraska Sandhills, a region of porous hills that includes a high concentration of wetlands and a key aquifer.

The State Department cited the Sandhills as a key reason to delay the project. The State Department has authority over the project because it crosses a U.S. border. After the delay was announced, TransCanada agreed to divert the pipeline around the Sandhills, although an exact route has not been determined.

Last week, Nebraska Gov. Dave Heineman signed two laws aimed at oil pipelines, including one that requires state officials to conduct an environmental review of Keystone XL.

Johanns said the Senate bill would allow construction of the pipeline to begin in all states except Nebraska, where construction would be put off until an acceptable route is found and all required reviews are completed.

"The issues in Nebraska have been resolved," Johanns said, adding that the White House should not hide behind concern over the Sandhills as a reason to delay the project further.

Nebraska's other senator, Democrat Ben Nelson, called the GOP bill "well intentioned" but unnecessary. He said state officials have worked out a "good compromise" with TransCanada and the State Department that should be allowed to continue.

"If something goes awry, I can look at legislation at that time," he told reporters Wednesday.

Lugar, the senior Republican on the Senate Foreign Relations Committee, said he hopes to have a public hearing on the bill by the end of the year.

A spokeswoman for Sen. John Kerry, D-Mass., the panel's chairman, said Kerry was in contact with Lugar and "evaluating how best to move forward."
