Will Congress have a New Year?s Eve cliff countdown?

The official countdown clock for the fiscal cliff starts on Thursday, and a big question will be if Congress will be in session next Monday night.

Obama_Boehner_State_of_the_Union_2011President Barack Obama and Senate Democrats are set to resume work on fiscal cliff talks on Thursday, assuming the president?s return from Hawaii isn?t delayed by bad weather.

That leaves the Democrats and Republicans with five days to agree on a fiscal cliff compromise, get the bills written for such measures, and hold two high-profile public votes.

Outgoing Senator Joe Lieberman seemingly joked on Sunday that the fiscal cliff vote could come as gigantic crowds amass on New Year?s Eve to celebrate the holiday.

?We?re going to spend New Year?s Eve here, I believe,? he told CNN.
But on further review, maybe Lieberman wasn?t joking after all.

The assumption going into Thursday was that President Barack Obama and Senate majority leader Harry Reid would agree on some type of stop-gap measure to delay middle-class tax hikes and hold off some spending cuts.

The temporary measure would have to get passed by the GOP-controlled House and Democrat-controlled Senate in near-record time, and it still wouldn?t fix the long-term problems that are part of the fiscal cliff debate.

On Sunday, Senator Kay Bailey Hutchison said she expected any action in the waning days of the year to be ?a patch because in four days we can?t solve everything.?

Even getting a stop-gap measure through the Senate will be tricky, since its GOP leadership will need to forgo a filibuster to get a bill passed.

Then, the divided Republican House would need to agree on a measure proposed by Democrats. Last week, GOP House members couldn?t agree on a bill offered by its own leader, John Boehner.

There were reportedly no talks between the sides during the Christmas holiday break, so negotiations won?t start until Thursday.

One rumored stop-gap package would be a delay on taxing households with income under $250,000, an extension of unemployment benefits, a patch to the alternative minimum tax and a delay to spending cuts known as the sequester.

However, there was growing pessimism the Democrats could get any Republican support in the House unless a stop-gap measure include a delayed tax hike for all households and cuts to social programs.

But the Republicans also have to deal with some less-than-favorable factors.

For starters, there will be fewer GOP members in the House and Senate after the New Year, as a new crop of Congress members takes office. And public opinion polls show most Americans will blame GOP leadership if the fiscal cliff becomes a reality.

Making matters more complex is the theory that some Republicans want the steep tax hikes and spending cuts that make up the fiscal cliff to kick in?at least for a few days.

The House could then vote for a compromise measure that would, technically, lower taxes after the Bush-era tax cuts expire. Such a measure would give GOP House members some ?cover? in two years when they come up for re-election.

The one factor that could force a stop-gap package before New Year?s Day is a very, very bad reaction from Wall Street.

So far, investors are watching and waiting to see what happens by the weekend.

In a New York Times article, Julia Coronado, the chief North American economist at BNP Paribas, was pessimistic. ?Markets have been incredibly complacent about this,? she said. And investors won?t be happy if the fiscal cliff happens. ?The markets will take that hard.?

However, that isn?t a consensus opinion. Some market watchers believe fiscal cliff scenarios have been priced into the market already, while others are expecting negotiations to finalize in January, before much damage happens.

Historically, market trading is light on December 31, but next Monday could be an interesting day, especially if talks fall apart on the weekend.

A bad day on Wall Street could lead to a late night in Washington.

Curbing Car Travel Could Help To Decrease BMI: Study

When we think about achieving our weight loss goals, tactics like cutting the number of calories we consume likely come to mind. But what about spending less time in the car?

A new study from the University of Illinois shows that in addition to how many calories we eat, the amount of time we spend traveling by car each day instead of exercising may also be linked with our body mass index.

"The most important thing for people to learn from this study is that they have a choice," study researcher Sheldon H. Jacobson, a professor of computer science and mathematics at the university, said in a statement. "One has to be just as careful about when you choose to drive as when you choose to eat. These small changes in our driving and dietary habits can lead to long-term significant changes in obesity issues. Those are the kind of changes we advocate."

The findings, published in the journal Preventive Medicine, included nationwide data on BMI, with relation to how many calories Americans consume each day and how many miles they drive each day.

By using a mathematical model, the researches were able to find that after six years, driving one fewer mile a day is linked with a decrease of 0.21 kilograms per meter squared in BMI nationally.

Researchers also found that decreasing calorie intake by 100 calories each day is linked with a decrease of 0.16 kilograms per meter squared in BMI nationally.

"One mile is really not much," study researcher Banafsheh Behzad, a graduate student at the university, said in the statement. "If they would just consider even taking the bus, walking the distance to the bus stop could have an impact like eating 100 calories less per day. The main thing is paying attention to caloric intake and moving more, together, can help reduce BMI."

Per the terms of his suspension, Saints coach Sean Payton can?t have any communication with his co-workers in New Orleans, or any team.

And while risking the wrath of the guy who doled out the one-year ban would seem plenty of deterrent, not everyone believes that a year without any kind of contact is easy to swallow.

The terms of Payton?s suspension say he?s ?prohibited from direct or indirect communication of any sort with employees of the 32 clubs, including through third parties; and such prohibited communications shall include, but are not limited to, phone or electronic contact.?

Many have scoffed at the practicality of such a shut-down, with the ease with which someone could send messages (disposable cell phones, Twitter accounts, etc.).

Giants punter Steve Weatherford was willing put his name next to the skepticism, saying: ?Of course he will get his message to them somehow.?

?I?m not saying anything about Sean Payton as a person or anything,? Weatherford said, via Sam Borden of the New York Times. ?But I think any coach would do that. It?s not like he?s just going to sit at home and watch the games and not have any thoughts. His message will be heard.?

As you might imagine, the league disagrees.

"Fiscal cliff" would hit New Yorkers with $43 billion taxes: NY Comptroller

(Reuters) - New York residents would suffer more than $43 billion in tax hikes in 2013 if Congress fails to resolve the so-called fiscal cliff negotiations, according to New York State Comptroller Thomas DiNapoli.

The federal spending cuts and tax increases, known as the fiscal cliff, are set to go into effect on January 1 unless lawmakers reach a compromise. On Wednesday, Republican leaders in the U.S. House of Representatives said talks with President Barack Obama were deadlocked.

"There is real danger ahead for New York's economy if America goes over the fiscal cliff," DiNapoli said in a prepared statement. He is scheduled to present a new report on the effects of the fiscal cliff on Thursday morning at a forum with business and labor leaders.

Taxes would rise sharply on January 1 for virtually all 8.9 million working New Yorkers, DiNapoli said in the report.

A pending 47 percent increase in the payroll tax rate would cost New Yorkers $7.7 billion. An extra 3.4 million people in the state would have to pay the federal alternative minimum tax in addition to the 500,000 who currently pay it.

From Buffalo to New York City and towns in between, the state and its local governments together would also lose $609 million in federal aid in 2013, including $210 million in education funding, according to Federal Funds Information for the States.

Total lost federal aid over nine years could be about $5 billion, DiNapoli said, citing calculations from the New York State Division of the Budget.

Federal lawmakers have also proposed limiting the tax exemption on municipal bonds as a way to raise revenue, but that would bump up costs for the state and other borrowers, DiNapoli said.

"Any change in the tax-exempt status of municipal bonds could force the state, municipalities, school districts, and public authorities to make a choice between passing on higher costs to taxpayers, or reducing capital investments for essential infrastructure," he said.
